Priority 2: Developing Creative Human Capital
In tackling the human capital challenges within the region the Forum has identified the following regional activities:
- To explore the development of a Regional Skills Observatory with ELWa to improve our knowledge of the particular labour market issues facing South West Wales and, specifically, more localised areas.
- To develop a differentiated programme of activities to attract experienced workers into the region, particularly those with past connections to the area. This will be aimed at attracting those with management skills and with experience of value to local industry.
- To collaborate on actions targeted on tackling economic inactivity in order to increase the overall employment rate. Different approaches will be relevant in different areas and so we do not prescribe one approach. The Forum is encouraging the development of an Intermediate Labour Market Initiatives in the field of construction, given the particular labour shortages and employment opportunities in this area over the coming years.
- To encourage the development of an initiative aimed at the retiring population in South West Wales. This will both act to encourage active lifestyles – with spinoffs for the leisure and services industries - and to draw upon the skills and experience of the region’s older residents to support business and enterprise.
